Is it okay to end a research paper with a quote?

I am writing a governmental research paper. I really feel that one quote in particular is impactful and phrases perfectly my opinion on the issue. Is it alright to end the conclusion of my paper with a quote?

    Probably, if you lead into it with something like "In short, as _____ says, . . . ."
